Job Summary

The Strategic Analyst is responsible for the research, analysis and writing of intelligence products in support of operations and Government of Canada intelligence priorities. The Strategic Analyst is also responsible for briefing senior clients within CSIS, the GoC and foreign agencies; as well as participating in expert meetings with both our internal and external clients and partners.
Depending on the qualifications and experiences, candidates for the Strategic Analysts positions may be considered for a generalist position or the Critical Infrastructure position.
  • Analyse, organise and integrate open and classified information for the production of intelligence products that assess the import of significant developments related to past, current and future national and international security issues. This includes terrorism, weapons of mass destruction (WMD), counter-intelligence, and overseas conflicts for new and ongoing investigations.
  • Provide context and comments in reporting on significant developments to assist in driving the direction of investigations.
  • Negotiate and liaise with operational branches and consult with management to determine the content and scope of intelligence products.
  • Design and deliver presentations and briefings on topics of expertise to our internal and external clients and partners on a national and international level.
  • Represent the Service in discussions and exchanges with the Canadian intelligence community and Government and at meetings with foreign intelligence services and foreign government agencies.
  • Provide comments and feedback on draft papers prepared for various inter-governmental expert or working groups, as well as respond to both domestic and foreign partners’ request for information.
  • Attend national and international meetings and conferences related to area(s) of expertise.
  • Guide, provide advice and act as a mentor to new analysts by providing input on their draft reports as required.
  • Produce other analytical reports, assessments, and provide operational support as required.

Education

Undergraduate degree and (5) five years of experience.

Experience

Experience in researching information through research tools and open sources to analyze the information in order to draw inferences and conclusions to make recommendations.
NOTE: Any higher level of education (i.e.: Masters, Doctorate) in a related area could be recognized as experience.

Other Requirements

For the general Strategic Analyst positions, candidates must also possess:
  • Experience in government or industry in the study, research and analysis of national and/or international issues related to terrorism, espionage/foreign interference, counter proliferation, socio-political, economic and foreign policy developments.
  • Experience in providing strategic briefings/presentations to a variety of audiences.
For the Critical Infrastructure position only, candidates must also possess:
  • One (1) year experience in the (air, surface, water) transportation and travel sectors pertaining to national and international security issues.

Assets

For the general Strategic Analyst positions:
  • Experience in operations within an operational area.
  • Experience with research/analytical tools such as Analyst Notebook or presentations tools such as PowerPoint.
  • Any foreign language skills and/or cultural understanding in various geographical/subject areas such as (but not limited to) Africa/Arabian Peninsula, Asia/Europe/Americas or domestic radicalization.
For the Critical Infrastructure position:
  • Experience pertaining to Government of Canada infrastructure-related issues linked to national and international matters from a Canadian security perspective.
  • Experience in developing and maintaining a network of contacts in government and related agencies that have similar interests to facilitate the identification of current and emerging trends/threats in the afore mentioned areas in order to contribute to inter-departmental committees.
  • Experience in providing strategic briefings and presentations to a variety of audiences.
A written examination will be administered for the screening of candidates.

Who Can Apply

Canadian citizens eligible for a Top Secret security clearance.

Security Requirements

Candidates must have no criminal record and must be able to obtain a Top Secret security clearance. This process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications.

Language Requirements

Bilingual non-imperative (BBB/BBB).
NOTE: For bilingual imperative positions, offers will be made to qualified candidates who meet the linguistic requirements. For bilingual non-imperative positions, offers will be conditional upon meeting the linguistic requirements within two (2) years of appointment.

Salary Range

$74,570 to $90,730 per year (under review). Salary is commensurate with qualifications and experience.

Employment Conditions

Indeterminate (permanent) position with a one (1) year probation.
