DUTIES AND RESPONSIBILITIES
Specific Responsibilities:
Developing and Strengthening the M&E System for DRR, Education, Livelihood and Health:
- Assist in the formulation process for setting up M and E system for DRR, education, livelihood and health projects to identify the key performance indicators (at output and outcome level) and tools for monitoring of program portfolio in field and comparing it to targets given in proposal.
- Undertake regular visits to the field for data collection, develop monitoring reports and identify any modifications that might be needed in the current M&E system and practices for better performance.
- Assist in follow up with program team to check if recommendations given in monitoring report are being followed.
- Identify, analyze and synthesize lessons learned from program implementation and facilitate program staff for the incorporation of those lessons into the activity development cycle of projects.
- Assist in needs assessment, baseline/end line surveys and impact assessments analysis and reporting for DRR, education, livelihood and health projects.
- Facilitate and assist in external evaluations, impact assessments and mid-term reviews.
- Assist in the organization, facilitation and conduction of trainings and other capacity building activities pertaining to DRR, education, livelihoods and health.
Assessment and Reporting for projects:
- Record and report both qualitative and quantitative aspects of progress against the annual work plan and relevant proposals to the MEAL Coordinator.
- Assist in maximizing involvement of project team in meeting their objectives and targets against their specific project proposal/trackers through the establishment of a follow-up system.
- Provide support to identify strengths, weaknesses, opportunities and constraints of the project with respect to DRR, education, livelihood and health focused project implementation.
REQUIRED SKILLS AND EXPERIENCE
Qualification/Experience:
- For the post of MEAL Officer, a degree from a recognized university and minimum 2 years of experience in the development sector is considered necessary.
Skills/Competencies:
- Sound knowledge of M&E tools and initiatives, specifically with regards to CHS
- Sound understanding of Humanitarian and Development context at Pakistan/Afghanistan and the Asian level
- Familiarity with the use of Sphere and HAP, particularly in the field
- Training and facilitation skills in English
- Ability to work independently, ability to take initiatives, and make decisions
- Proficiency in English is essential whereas Urdu/Sindhi will also be given a preference.
