Manager WASH
Purpose:
The position holder will be
responsible coordinate with the provincial level departments for
replication/scalability of WASH program initiatives by Government on the basis
of pilot done by Plan. S/he will develop relationship with key stakeholders and
maintain them for smooth implementation of activities at provincial level. This
will include making direct contacts and maintaining communication, on behalf of
the WASH program, with key development partners and relevant government
agencies. S/he will also provide technical guidance and leadership across all
the project areas.
Dimensions of Role:
S/he will be responsible to plan WASH project activities in
line with the agreed project proposal(s) and develop a logical flow of activities
in the relation to cultural context and ground realities of the target areas
(Province, Districts, Union Council, Tehsils) to achieve project targets as per
agreed milestones. S/he will conduct monthly progress review meetings with
implementing partners and government line departments at provincial level and
will participate in quarterly progress review meetings at national level and
provide update on project progress to project and program team at country
office level. S/he will be responsible to prepare, review and submit internal
and external reports as per agreed timelines to Project Manager. S/he will be
responsible for establishing knowledge management mechanisms for the WASH
program at Sindh level. Key End Results and typical Responsibilities: “What” is
done and “why”, but not “actions” or “how”; include indicators for success ·
Maintain strong and cordial coordination with Local Government, Health,
Education, P&D departments and Nutrition cell at provincial level and with
sector stakeholders for smooth project execution as well as to represent Plan
International Pakistan at the Provincial level · Carry out advocacy /activities
(meetings with government high officials, parliamentarians, Policy makers,
Development partners etc.) at the provincial level to highlight issues around
waterborne disease prevention & control to ensure that a strong and
effective relationship of Plan International with government departments is
maintained. · Responsible to arrange and conduct provincial level seminars /
review workshops/ policy dialogues and also conduct parliamentarian meetings
for prioritization and implementation of WASH plan. · Organize high profile
health advocacy events / project launch at provincial level involving
provincial chief ministers/health ministers and other stakeholders · Work
closely with the Communication Manager and other media colleagues to support
implementation of communication & media strategy · Develop strong
professional linkages with journalists and other media personnel · Represent
Plan International Pakistan in different advocacy working groups, meetings and
briefing sessions as appropriate and ensure proper documentation and
circulation of the key updates regarding the project · Will be responsible to
take and keep records of all advocacy related activities. · Responsible for any
other task assigned by line manager Dealing with Problems: Application of
knowledge required for the role, complexity of problems handled & the
degree of investigation, analysis, & creative thinking required to solve
them. · This position requires utilization of staff competencies effectively
through team work. S/he will be required to address challenges and issues that
affect the implementation of activities at all levels and provide solutions
that are acceptable and logical. · S/he will timely share the challenges &
issues and propose solution to get approval from NPM WASH and help the field
implementing teams to overcome the situation that may delay the activities
Communications and Working Relationships: Working contacts inside and outside
the organization; include the purpose and level (high, medium, low) of the
contact Provincial WASH coordinator is required to display effective
communication skill that helps in building relationship with in and outside
organization. The proposed position requires good team building to overcome the
work load. Knowledge, Skills and Behaviours Required to Achieve Role’s
Objectives: Knowledge · Master’s in Public Health /Social Sciences or
equivalent · Must have a minimum of 5 years of working experience with
international NGOs in Development sector and 2-3 years of working experience in
Advocacy at the provincial level · Candidate should possess strong reporting
and communication skills and experience · Candidate should have good knowledge
and experience of working in-collaboration with government ( Health, Education,
LGRD etc) departments · Effective networking skills and ability to coordinate
with different stakeholders · Excellent knowledge of computer systems; proficient
in MS Excel, Ms Word, Outlook; Strong work ethics and values · Proven
cross-cultural sensitivity and flexibility required · Candidate should have
good knowledge and experience of working with the media · Candidate should have
experience of conducting popular and community mobilization activities Skills ·
Excellent communication skills (written and oral) in English knowledge of local
languages considered a plus. · Excellent teamwork skills and the ability to
build good relations both internally and externally. · Proven influencing and
negotiating skills. · Proven ability to analyze, interpret and communicate
complex and fast moving program information. · Excellent planning,
co-ordination and prioritization skills and proven capacity to undertake varied
tasks simultaneously to tight deadlines. · Ability to manage large amounts of
information, including maintaining excellent records of information and
decisions. · Attention to detail and a flexible approach to work. ·
Demonstrated leadership skills. · Commitment to Plan values including the
